A Golden Rain Is Falling on Russia

Abstract

That which is now consistently and persistently done in Russia has never before been done on such a scale by anyone. A country that is entirely in the hands of the state and an economy that is entirely dependent upon state officials interested in nothing but their own well-being—this structure, which astonishingly has survived to the eve of the third millennium of the Christian era—is transforming itself, altering the internal structure of its own system.
