Abstract
On 28 June 1995 a new public organization, the Academy of Political Science, was introduced in Moscow. Here we publish a talk given at the ceremony by Anatolii Vasil'evich Dmitriev, president of the Russian Political Science Association (RPSA) and a corresponding member of the Russian Academy of Sciences (RAS).
