Abstract

Throughout Russia's history the role of regional elites has usually strengthened in crisis periods, when the central state institutions are unable to exercise their proper functions. Our country's past harbors a good number of examples of local separatism, sometimes aimed at secession from Russia, unification with a neighboring state, or even formation of an independent "state."
