Abstract
The present Russian government's main enemy is not the National-Patriotic or Communist opposition. Its main opponent is time. Time is rushing by, events are unfolding, and the government, sitting at the same chess board as its opponent, is unable to make a move. The greatest task of all those facing Russia's political leadership is local conflict—the main source of instability in the world. All such conflicts have a number of features in common, which must be recognized if we are to keep pace with time as it rushes by and come to grips with these conflicts.
