Abstract
On 1 July 1997 the Penal Code of the Russian Federation (PCRF), adopted by the State Duma on 18 December 1996, comes into force. The editor of this department of our journal, Aleksandr Vaksian, discusses the problems involved in the de facto reorganization of the penitentiary system with Oleg Lysiagin, Candidate of Legal Sciences, head of the Legal Department of the Main Directorate on Punishment (GUIN) of the Ministry of Internal Affairs of Russia, and lieutenant-colonel in the internal service troops.
