The Death Penalty and Public Opinion

Abstract

The problem of the death penalty has become one of the most acute topics under public discussion. Its relevance today is in many respects also a result of the expected declaration by the Council of Europe of a moratorium on executions. The sad irony is that at the dawn of the twentieth century Russia was in fact the acknowledged leader of the movement, then just beginning in Europe, to abolish the death penalty.
