On a Conception of the Russian Federation's State Policy Regarding the Russian Diaspora: Based on Materials of a Discussion at ISP RAN

Abstract

This article was compiled on the basis of materials from a discussion held in September 1997 at the Institute of Comparative Politics, Russian Academy of Sciences (ISP RAN), in reference to a draft of the Ministry on Nationality Questions and Federal Relations of the Russian Federation [MinNats] entitled "The Russian Federation's Conception of State Policy in Regard to Compatriots Abroad." The following people took part in the discussion: A.N. Baikova, Doctor of History; O.I. Velichko, Doctor of History; R. Ia. Evzerov; Iu.A. Zhilin, Candidate of Philosophy; K.M. Kantor, Candidate of Philosophy; L.D. Miteva, Candidate of Economics; V.I. Perevedentsev, Doctor of History; E.G. Plimak, Doctor of Economics; S. V. Pronin, Doctor of History; I.S. Iazhborovskaia, Doctor of History; Z.P. Iakhimovich, and others, including the authors of this article. The article is, of course, more than a review of the discussion held by the Institute at MinNats: the range of problems has been expanded and additional factual material has been included, while the text has been shortened by reducing the degree of detail in the proposed hypotheses and in the commentary.
