Forging a Sense of Security

Abstract

The struggle of the Prosecutor's Office to impose the rule of law on the activity of the Internal Affairs organs in reviewing reports and memos about crime has a long history. I recall how, just twenty-five years ago when I began service in our department, teams from the Procuracy of the USSR were discovering unrecorded, "faceless" burglaries, car thefts, and vandalism throughout the country.
