Abstract

The introduction of the presidency, the election of the first president, and the adoption of the new Constitution of the Russian Federation, which reflects the changed realities of state building in a sovereign Russia and establishes a modern mechanism of separation of powers, made necessary, after several years, a scholarly analysis of the new practices and the evolving relationship between the president and the Federal Assembly.
