Ongoing Issues in the Legislative Relationship Between the President and the State Duma of the Russian Federation

Abstract

Does the president have the right to return federal bills submitted for his signature without examining them? This question has recently assumed increasing urgency in relation to the interactions between the head of state and the Russian parliament. Because of its urgency, it requires serious, theoretical legal analysis rather than discussions in the press.
