Abstract

If Kosovo were somewhere else in Europe, there is no doubt that the forecasts would be less gloomy. Any mention of the Balkans has an ominous association of ideas in European memory. Hence, in discussing the Balkans, Europeans—Russian, German, English, or otherwise—become more emotional and prejudiced than necessary.
