Abstract
Indices reflecting women's representation in state and local bodies of government have declined over the last ten years. Some indices even approach zero: from 33 percent of women in the Supreme Soviet of the USSR (1984) to 0.5 percent women in the Federation Council of the Russian Federation (1997). Sociologists offer various interpretations of these facts.
