Abstract
The events of last year's tragic September—the international terrorist attacks on New York City and Washington, DC—highlight important new factors in international life that, without exaggeration, signify the beginning of a new era. Several issues of enormous significance, previously considered latent, have broken through their "shell" and joined the ranks of phenomena that characterize the state of planetary affairs.
