Modernizing Russian Foreign Policy

Abstract

The author argues that Russian foreign policy should focus not on enhancing Russia's status as a great power but on tapping external resources to facilitate the country's modernization. This means relying on instruments of "soft power" and seeking to integrate with the European Union (EU). It also means promoting a new vision of European security in place of the remnants of the cold war.
