Education of Deaf and Partially Hearing Adults in Established Facilities for the Normally Hearing

Abstract

It is impossible to estimate the waste of productivity caused by the failure to develop the potential abilities of the deaf and the hard of hearing populations. Expanding problems of increasing limited hearing populations and the demands of the professions, business, and industry for more highly trained persons must be met if the potential productivity of limited hearing adults is to be made available to society.

Purpose of the Project

The purpose of the project was to determine the effectiveness of a comprehensive trade, technical, and academic program in existing educational facilities when certain techniques were introduced to help overcome the problem of impaired communication for the broad spectrum of limited hearing populations: the deaf (manual or oral), the partially hearing, the hard of hearing, and the multiply handicapped. The total enrollment for the three-year period, computed by adding up the enrollments for each academic year, was sixty-five.

Specific goals.

The specific goals included the following:

1. improved communication skills

2. better educational adjustment and preparation

3. more realistic personal-social orientation

4. transitional vocational experience and post-program placement

5. laboratory experience for professional training

6. orientation of the university personnel and the community, and

7. provision of a prototype for the use of existing facilities in the education of limited hearing individuals.

Development of the Program

Comprehensive supportive programs in the areas of communication, education, orientation, and vocation were developed. These were adapted to the needs of students representing broad continuums of type and degree of loss, age at onset, educational background, mode of communication, level of language ability and speech development, intellectual functioning, and chronological age.

Il est impossible d'évaluer le gaspillage de productivité qu'entraiˇne toute défaillance dans le développement des capacités, pour les personnes totalement ou partiellement sourdes. Alors que s'accroiˇt la demande de la société en individus hautement qualifiés (professions libérales, affaires, industries), le placement d'une quantité croissante de personnes à audition limitée doit ětre facilité si l'on veut que le potentiel de productivité des adultes à audition limitée soit rendu disponible pour la société.

But du projet

Le but du projet était de déterminer l'efficacité d'un programme d'ensemble englobant l'éducation technique, universitaire, et l'apprentissage manuel, dans des établissements déjà existants quand certaines techniques furent introduites pour aider de telles personnes à surmonter leur problèmes de communication, et ce pour le large éventail des personnes à audition limitée: surdité totale (manuelle ou orale), surdité partielle simple ou avec problèmes psychologiques et d'éducation, handicaps multiples. Le nombre total d'inscriptions pour la période de trois ans, obtenu en totalisant les inscriptions de chaque année universitaire, était de soixante-cinq.

Les aspects importants du projet étaient:

1. amélioration de la communication

2. meilleure préparation à l'éducation, et dès lors, à un entraiˇnement plus spécifique

3. orientation plus réaliste de l'individu dans la société

4. expérience professionelle de transition et reclassement

5. formation des professeurs familiarisés avec les problèmes d'audition

6. orientation du personnel universitaire et du public, et

7. rédaction d'un plan-type destiné à utiliser les établissements déjà existant pour l'éducation des individus à audition limitée.

Développement du programme

Des programmes d'ensemble destinés à appuyer l'amélioration des problèmes de communication, d'éducation, d'orientation et de reclassement ont été développés. Ceux-ci furent adaptés aux besoins d'étudiants représentant un large échantillonnage de types et de degrés de trouble: aˇge d'apparition, études antérieures, mode de communications, développement de la parole et du langage, quotient intellectuel, et aˇge.
