Abstract
In the field of drug prevention, there is lack of clarity in the definition of prevention goals and targets. Prevention goals range from reducing precursors of later drug experimentation, to postponing onset of gateway substances (cigarettes, alcohol), to reducing risk of permanent harm from drug use, to achievement of abstinence. Further, differing criteria are used to define who is at risk and thus should be the target of intervention. The article discusses these issues and recommends a framework for achieving definitional clarity.
