Summary
It is generally recognised that current services and facilities available in Australia are unable to cater for all the retarded and exceptional persons who require assistance. Also some programmes do not always allow the retarded to maximise their potential. This paper discusses three issues which the writer believes would provide a basis for improving the overall situation. Firstly, the need for a complete survey to establish the extent of the problem of retardation (and other areas of exceptionality). Secondly, the need to establish adequately staffed and equipped multidisciplinary diagnostic centres, and lastly, the need for a new educationally based model to maximise the results obtained in the education and training of the retarded.
