Infrastructure planning — the environmental impact assessment for a Netherlands-Germany rail link

Abstract

The North-East Link is a new main transport axis for rail freight that will link the Betuweroute with the northeast of the Netherlands and northern and eastern Germany. For a new freight rail link in the Netherlands, a Route Planning Act procedure must be followed. This article describes the process used to create a route memorandum/environmental impact report. Special attention was given to creating alternatives, scoping, the effects, a comparison of effects, interim needs and an open planning process.
