PERSPECTIVES ON THE RESTRUCTURING OF ENVIRONMENTAL DECISION-MAKING INSTITUTIONS: THE CASE OF THE CANADA WATER ACT

Abstract

Although the Canada Water Act was introduced with the expectation that it would significantly restructure Canadian water decision-making institutions, many of the most innovative aspects have not been adopted. Based on an understanding of institutions, an explanation of the pattern and progress of institutional change emerging under the Canada Water Act is presented.

Bien que la Loi sur les Ressources en Eau du Canada ait été votée dans l’intention de favoriser une restructuration des institutions canadiennes qui gèrent vraiment l’EAU, la plupart des aspects innovateurs apportés par cette loi n’ont pas été adoptés. En partant d’une étude des institutions, l’auteur explique le cheminement et les progrès qui se dessinent dans les changements institutionnels sous l’influence de la Loi sur les Ressources en Eau du Canada.
