AGREEMENTS AND AFTERMATHS: THE BRITISH COLUMBIA-WASHINGTON STATE BOUNDARY

Abstract

Certain views are presented of water resources management in the State of Washington and how this has been affected by the Columbia River Treaty and other bilateral arrangements.While the Columbia River discharges on the average of 180 million acre feet of water to the Pacific Ocean, the State of Washington receives the bulk of this water from outside its borders, with the greatest portion occurring in Canada. Hence, the Treaty formed the basis for the development of storage with benefits being shared by both countries.This has had a profound effect on the development of the Columbia River within the State of Washington. It is now worthwhile to make observations as to the adequacy of the Treaty in providing a basis for dealing with current water management problems and to discuss the effects the Treaty has had on settling other boundary water issues between Washington and Canada.

Ce document présente certaines opinions sur la gestion des ressources en eau dans l’état de Washington et explique comment celles-ci ont été influencées par le Traite du fleuve Columbia.Pendant que le fleuve Columbia déverse en moyenne 180 millions d’acre-pieds d’eau dans l’océan Pacifique, l’état de Washington reçoit le plus grand volume de cette eau de l’extérieur de ses frontières, la plus grande portion ayant lieu au Canada. Ainsi, le Traité du fleuve Columbia a servi de base au développement de l’emmagasinement apportant des avantages partagés par les deux pays.Ceci influença profondément le développement du fleuve Columbia h l’intérieur de l’état de Washington. On peut maintenant faire des observations sur le traité relativement à l’efficacité de celui-ci à établir une base en vue d’aborder les problèmes actuels de la gestion des eaux et discuter des effets que le traité a pu produire sur le règlement d’autres questions d’eeaux limitrophes entre le Canada et Washington.
