A REVIEW OF THE BENEFIT-COST ANALYSES OF TWO SOUTHERN ALBERTA DAMS

Abstract

Two proposed Southern Alberta dams have been the subject of much recent debate. One on the Red Deer River has been approved for construction and the other on the Oldman River is still in the public hearing stage. Based on the strong support that these projects have received from the Alberta Government, it is likely that both will soon be a functioning part of Canada’s network of water resources control works. It is unfortunate that the decisions for approval of these dams will have been partially based on benefit-cost analyses that grossly inflated secondary and some primary benefits. This paper will review the procedures followed by the analyses, and suggest revisions that markedly affect the benefit-cost ratios of both.

Deux barrages pour le Sud d’Alberta qui ont été proposé sont le sujet de beaucoup de discussion. L’un sur la rivière Red Deer a été approuvé pour construction et l’autre sur la rivière Oldman est encore sur le point pour d’être décider. Parce que le Gouvernement d’Alberta apparait être d’accord avec ces deux barrages, it est possible que les deux vont être une partie functionelle des projets de Canada. Il est dommage que les decisions pour l’approbation de ces deux barrages ont été partiellement fait sur l’analyses économiques qui ont augmenté les benefices secondaires et primaires. Cet essai va examiner les méthods qui sont suivies par les analyses, et nous offre des révisions qui changent les proportions du "benefit-cost" des deux.
