RESOLVING THE FISH vs FLOOD CONTROL CONTROVERSY ON THE VEDDER RIVER

Abstract

The author has been closely involved with the Vedder River system since the major flood on December 1975. This flood triggered off a series of emergency measures which culminated in the decision to seek a long term solution to control the river with the establishment of a Vedder River Management Plan.The objective of this paper is to relate the progress and problems encountered within both the theoretical and practical fields when implementing a river management plan through the construction phase with such diverse interests as flood control, fisheries, wildlife, recreation and agriculture.The compatibility of fisheries and flood control will be reviewed and the relationship between biologists and engineers while working together on this joint venture will be explored. Finally, the objectives and current status of the Vedder River Management Committee, a relatively new approach in B.C. to river management, will be outlined.

L’auteur a été étroitement lié au projet concernant le cour d’eau du Vedder depuis l’inondation majeure de Décembre, 1975. Cette inondation déclencha une série de mesures d’urgence qui se sont terminées par la décision de rechercher une solution a long terme avec l’établissement d’un Plan de Gestion pour le Vedder.L’objectif de cette communication est d’établir un rapport entre le progrès et les problemès rencontrés dans le domaine théorique et pratique en réalisant un plan de gestion jusqu’au phase de construction, et les intérêts aussi divers que la prévention des inondations, la pêcherie, les animaux sauvages, la récreation et l’agriculture.La compatibilité de la pêcherie avec la prévention des inondations sera considerée, et le rapport entre les biologistes et les ingénieurs qui on travaillé ensemble sur ce project sera étudié.
