Abstract
One energy option for Canada which stands forth as being environmentally more compatible than other available options is hydroelectric power. However we can no longer afford to construct hydroelectric projects without examining all aspects of environmental concern. If projects are planned properly in consultation with public and government agencies, and effective mitigation measures are taken, there is no reason why hydroelectric power cannot be environmentally compatible. It is believed that some changes are needed and further work is necessary towards achieving compatibility between the environmental and other important engineering and socio-economic considerations.
Au Canada, l’option hydro-électrique se détache des autres modes de production d’énergie comme plus acceptable au plan écologique. Nous ne pouvons toutefois plus nous permettre d’engager la construction d’ouvrages hydro-électriques sans en étudier toutes les répercussions sur le milieu naturel. Si la planification des aménagements est bien faite, en consultation avec les organismes publics et gouvernementaux engagés, et si l’on applique des mesures appropriées d’atténuation des effets, il n’y a pas de raison pour que les ouvrages hydro-éleatriques ne soient pas compatibles avec le milieu. Il reste toutefois beaucoup de travail à effectuer pour obtenir une meilleure compatibilité entre l’intégration à l’écologie et divers aspects techniques et socio-économiques d’importance.
