ENVIRONMENTAL REGULATION AND CONSTRAINTS UPON SMALL HYDRO DEVELOPMENT IN CALIFORNIA, U.S.A.

Abstract

Environmental concerns associated with small hydro development and the existing regulatory climate in California are discussed in the context of several projects in the Sierra Nevada Mountains. These projects characteristically involve retrofitting existing dams, diverting water, and building new reservoirs. Before being licenced, all projects have to undergo a rigid environmental review prior to receiving approval for construction.

On présente les problèmes écologiques liés aux petits aménagements hydro-électriques ainsi que le contexte actuel de la réglementation en Californie, en regard de plusieurs projets dans la Sierra Nevada. Il s’agit typiquement de projets impliquant le rééquipement de barrages existants, la dérivation de cours d’eau et la construction de nouveaux réservoirs. Avant que la constuction en soit approuvée, tout ouvrage projeté fait l’objet d’une sévère évaluation d’incidences écologiques.
