MULTI-PURPOSE STORAGE SYSTEMS: OBJECTIVE, CONFLICTS, ALTERNATIVES

Abstract

Most storage systems are capable of performing more than one function and are designed and operated as such. The criteria for their design and operation are determined by the use of mathematical models which represent the entire system of which reservoirs are a component. These models may be either optimizing or simulating.Water resources systems are planned to attain a number of objectives or goals some of which may conflict with one another. The multi-objective approach offers procedures for the generation of non-inferior alternatives and for structured interactions between decision-makers and modelers. The resolution of conflicting objectives require appropriate organizational and legal structures, which ensure also the implementation of effective management policies.

La plupart des systèmes de retenue des eaux peuvent servir à plusieurs usages. Il sont donc conçus et exploites en conséquence. Les critères de conception et d’exploitation sont obtenus à l’aide de modèles mathématiques qui représentent tout le système dont les réservoirs constituent une composante. Ce sont des modèles d’optimisation ou de simulation.On planifie les systèmes de retenue d’eau en fonction d’objectifs ou de buts conflictuels dans certains cas. L’approche à objectifs multiples offre des procédures de génération de choix de grande valeur et d’interactions bien ordonnées entre les responsables de prises de décision et les modeleurs. La résolution des objectifs conflictuels requiert des structures légales bien organisées, qui permettent de mettre en pratique des politques efficaces de gestion.
