STRATEGIC PLANNING FOR SPORT FISHERIES

Abstract

Until the early 70’s planning for the management of fisheries resources was haphazard and ineffective based mostly on managers’ intuition and personal experiences. Scientists in resources management in the northern hemisphere working in a series of symposia have since established certain principles for fisheries management. These are the foundation for the Strategic Plan for Ontario Fisheries (SPOF). The framework and major components of SPOF that will be discussed include examples on public participation, interagency relationships, habitat management and resource allocations.

Jusqu’au début des années 70, la planification de la gestion des pêcheries était faite à l’aveuglette et inefficace parce que basée en grande partie sur l’intuition et l’expérience des gestionnaires. Les scientifiques en gestion des ressources de l’hémisphère nord ont, à la suite de colloques, établi certains principes de gestion des pêcheries. Ces principes sont le fondement du Plan stratégique pour les pêcheries de l’Ontario. Le cadre et les composantes principales de ce Plan sont présentés dans cet article; ils comprennent des exemples de participation du public, de relations entre agences, de gestion des habitats fauniques et d’allocation des ressources.
