Protecting Fish in New Brunswick Interjurisdictional Cooperation and the Water Manager

Abstract

Since the late 1960’s, the Federal and New Brunswick Governments have been working together on protecting fish and fish habitat from the effects of proposed alterations to watercourses. The Water Resources Branch has been responsible for coordinating the programme and for minimizing the inconvenience to the public by issuing one permit on behalf of three agencies.The process of cooperation has not been an easy one, but several stages have been passed through successfully. However, recent restraint combined with the separation of New Brunswick into two fishery regions and the changing stance of the Department of Fisheries and Oceans, now raise some basic questions about the objectives of the fish habitat management policy and how these should fit with those of the Water Resource Manager.

Depuis la fin des années 1960, le gouvernement fédéral et celui du Nouveau-Brunswick ont travaillé ensemble pour protéger le poisson et son habitat contre les conséquences des modifications de cours d’eau proposées. La direction des Ressources en eau est responsable de la coordination du programme et de la réduction au minimum des inconvénients dont pourrait souffrir le public en émettant un permis au nom des trois agences gouvernementales.Le processus de coopération n’a pas été facile mais plusieurs étapes se sont suivies avec succès. Cependant, les récentes restrictions ainsi que la séparation du Nouveau-Brunswick en deux régions de pêcherie et le changement d’orientation du ministère des Pêches et Océans soulèvent des questions fondamentales concernant les objectifs de gestion de l’habitat du poisson et leur ajustment à ceux du gestionnaire des ressources en eau.
