Abstract
"The Water Law of the People’s Republic of China" was issued in 1988. This paper presents a survey of the Water Law, including ownership of water resources, principles of development and utilization, protection of water resources, and management of water use. China’s Water Law embodies the policies of deriving benefits while mitigating damages, and the combination of development and utilization with the protection of water resources. In addition, the State practises a system of unified management of water resources in association with management at various levels and by various departments. Recognizing the special characteristics of China, water management is a main consideration in the Water Law.Finally, this paper discusses the relationship between the Water Law and protection of the environment. The shortage of water resources and the deterioration of ecological balance in China are closely related to improper water management. Therefore, implementation of the Water Law is the key to solving the environmental problem.
