STATISTICAL ESTIMATION OF A RESIDENTIAL WATER DEMAND FUNCTION IN QUEBEC

Abstract

Standard regression analysis was used to derive the residential water demand function for the province of Quebec in order to support recent provincial and federal government initiatives encouraging user pay for potable water. The regression using metered municipalities found that significant variables explaining household water demand are total cost paid by the household and price at 35 m3 per month. A semi-log regression on the significant variables using the same municipalities indicates a price elasticity for potable water of approximately 0.4. The implications of this are important not only in minimizing the cost of expanding municipal waterworks related to demand, but also in minimizing the costs incurred by municipal sewage treatment plants.

Une analyse de régression est faite afin d’établir la fonction de demande en eau résidentielle du Québec. La but de l’étude est de supporter les politiques ’utilisateur-payeur’ des gouvernants provinciaux et fédéral. La régression, utilisant municipalités desservies par des compteurs, indique que le coût total et le prix à 35 m3 par mois sont des variables significatives qui expliquent la demande en eau par ménage. Une régression sur les même municipalises utilisant une transformation logarithmique des variables significatives fait ressortir une élasticité de prix de approximativement 0.4. L’utilisation de ces résultats pourrait amener des économies non seulement dans le domaine de l’eau potable mais aussi en matière des eaux usées.
