ALLOCATING WATER FOR HYDROELECTRIC GENERATION: CAN THE MARKET DO IT?

Abstract

The first portion of this paper addresses the need to allocate water for (or away from) hydroelectric generation. In so doing it challenges two myths about hydroelectric generation: first, that such generation is a non-consumptive and benign use of water; and second, that everyone benefits equally from the cheap electricity made possible by water, and/or from the water rents collected by the provinces.The paper then outlines Energy Probe’s preferred method of allocating water for hydroelectric generation: it summarizes Energy Probe’s proposal to privatize Ontario’s electricity generating industry, including its hydroelectric plants. Special attention is paid to the importance of resolving land claims, internalizing social and environmental costs, establishing secure property rights, and reserving public waters.Lastly, the social, economic, and environmental effects of privatization of hydroelectric plants are examined.

La première partie de cet exposé traite du besoin d’affecter (ou non) des eaux à la production d’énergie hydroélectrique. Ce faisant, celui-ci met en question deux mythes relatifs à la production d’énergie hydroélectrique : selon le premier, cette production constitue une utilisation salutaire de l’eau qui n’implique aucune consommation; selon le second, tout le monde profite à part égale de l’électricité bon marché rendue possible par l’eau elle-même ou par les loyers d’eau perçus par les provinces ou par les deux à la fois.Puis, l’exposé décrit la méthode que privilégie Enquête énergétique quant à l’affectation d’eau à des fins de production hydroélectrique : il résume la proposition d’Enquête énergétique visant à privatiser l’industrie de la production d’électricité en Ontario, y compris les centrales hydroélectriques. L’importance de résoudre les revendications territoriales et d’établir des droits de propriété garantis fait l’objet d’une attention particulière.Enfin, le document étudie les effets sociaux, économiques et environnementaux de la privatisation des centrales hydroélectriques.
