MANAGING EXTREMES: THE IJC EXPERIENCE

Abstract

The International Joint Commission was established by the Boundary Waters Treaty of 1909 to approve and oversee the construction and operation of structures affecting transboundary waters between the United States and Canada. The long-term relationships and binational cooperation fostered through such oversight provide a broad foundation of trust, understanding, and preparedness for water management of transboundary waters in times of flood and drought. Binational cooperation is illustrated in this paper by three case studies: high lake levels on Lake Superior and Lake Ontario, and drought conditions on Osoyoos Lake.

La Commission mixte internationale fut établie par le Traité des eaux limitrophes (1909) avec pour mandat d’approuver et de superviser la construction et l’exploitation de structures touchant les eaux limitrophes entre les États-Unis et le Canada. Les relations à long terme et la coopération binationale qui sont nées d’une telle initiative ont jeté de vastes assises sur lesquelles reposent la confiance, la compréhension et la préparation nécessaires à la gestion des eaux limitrophes en périodes d’inondation ou de sécheresse. La coopération binationale est illustrée dans le présent document par trois études de cas : niveaux élevés des lacs pour le lac Supérieur, le lac Ontario et les conditions de sécheresse pour le lac d’Osoyoos.
