Great Lakes Diversions and Other Removals

Abstract

We review a wide range of projects which have been implemented, investigated and/or proposed to the end of the 20th century for carrying water into, out of, or within the Great Lakes basin, including bulk and ballast removals by ship and bottled water trade, and interbasin diversions. Limited reference is made to other parts of North America and to other countries for lessons that maybe applicable to the Great Lakes context. Neither economics nor humanitarian need appears to offer a compelling argument for significant new water removals or exports in the near future.

On passe en revue un vaste évantail de projets qui ont été mis en oeuvre, étudiés ou proposés jusqu’à la fin tu XXe siècle pour le transport de l’eau vers l’intérieur, vers l’extérieur ou dans les limites du bassin des Grands Lacs. Figurent parmi ces projets des prélèvements massifs d’eau et d’eau de ballast par navire, le commerce d’eau embouteillée et des dérivations d’eau entre bassins. On fait parfois mention d’autres parties de l’Amérique du Nord et d’autres pays don’t les leçons tirées pourraient s’appliquer aux Grands Lacs. Il semble que la réalisation de nouveaux grand projets de prélèvement et d’exportation d’eau dans un avenir rapproché ne peut justifier de façon probante pour aucune économique ni aucun motif humanitaire.
