Incremental Water Market Development: The California Water Sector 1985-2004

Abstract

The paper surveys the incremental development of water markets in California over the past two decades. California water markets differ from others in the western United States in that they facilitate the transfer of large amounts of annual water, but very few permanent water rights. In addition, marketable water is subject to several restrictions to minimize environmental and third party impacts. The data from the developing spot and option water markets suggest that in a situation of fluctuating supplies and changing demands, water markets based on leasing rather than permanent transfer can reconcile the need for water reallocation between uses and sectors. The effects of local controls on water exports, and the growing demand for environmental water, are demonstrated in the paper.

Cet article décrit le « développement par étapes » du marché de l'eau dans l'état de Californie depuis deux décennies. Ce marché se distingue de ceux que l'on observe ailleurs dans l'Ouest des Etats-Unis, car il facilite le transfert d'importantes quantités d'eau chaque année, mais avec peu de transferts de droits permanents. Par ailleurs, la mise en marché est reglementée afin de limiter l'impact néfaste de ces transferts sur l'environnement et sur d'autres utilisateurs. Les tendences des échanges sur le marché à court terme et le marché en options suggèrent qu'un marché basé sur le leasing, plutôt que sur le transfert permanent, peut reconcilier le besoin de reallouer les resources entre utilisateurs et secteurs, dans un contexte d'offre fluctuante et demandes changeantes. L'article démontre les effets de contrôles locaux sur les exportations et la demande croissante de l'eau en appui à l'environnement.
