Unintended consequences?

Abstract

Francis Neate wonders whether he should be feeling guilty about his part in the invention of the currency swap, which lead to the massive market in financial futures we have today, 33 years later. He goes on to wonder whether legislators really know or foresee the consequences of what they are doing, eg in legalising gambling in financial futures or repealing section 54 of the Companies Act 1948.
