How Biden can advance nuclear arms control and stability with Russia and China

ABSTRACT

The Biden administration can take two pragmatic, achievable steps upon entering office to enhance US and allied security through arms control policy. First is to extend New START, the treaty limiting US and Russian deployed strategic nuclear weapons. Second is to begin dialogues with Russia and China on potential future arms control measures to preserve stable deterrence.
