ABSTRACT
Urban regeneration is often driven by economic interests, while the preservation of the meaning and memory of a place is neglected. This could be considered as a reason a series of civil initiatives emerged in Belgrade to prevent damage to the built heritage and to indicate the need for stronger citizen involvement in the city’s development processes. This paper will focus on the issues of the Belgrade waterfront industrial heritage protection process by exploring eleven case studies, observed through a framework that includes key actors in the protection process. In order to determine the level of citizen participation in this process, the degree of their activity was studied by analyzing the social media content through which they communicate about this particular topic. Furthermore, possibilities of different approaches in presentation and utilization of the abandoned industrial heritage will be investigated, in order to define common procedures that will be in line with the city development goals, citizen expectations and heritage protection measures.

Milena Vukmirović
Milena Vukmirović is an Assistant Professor at University of Belgrade, Faculty of Forestry, Department of Landscape Architecture and Horticulture, and visiting professor at the University of Belgrade, Faculty of Philosophy within the ERASMUS+ Jean Monnet Module. From 2015 to 2018, she was appointed as an Advisor to the Director of Urban Planning of the City of Belgrade responsible for public space development. Her research interests are focused on the investigation of the relationship between quality of everyday environment and competitiveness of cities. She has published seven papers in international scientific journals, eight chapters in scientific monographs and presented more than four papers in international academic conferences. She is a coauthor of the international monograph Belgrade. The 21st Century Metropolis of Southeast Europe (2020). She is a member of AESOP Young Planning Academics and the Serbian Urban Planning Association and co-founder of the International Academic Conference on Places and Technologies.
Marko Nikolić
Marko Nikolić, is an Assistant Professor at University of Belgrade, Faculty of Architecture. After graduating from the University of Belgrade, Faculty of Architecture (UBAF), he attended postgraduate studies in the field of Protection, Revitalization and Studding of Building Heritage. He earned a Master Degree at the University of Belgrade - Faculty of Architecture (2009) with a thesis titled “Comparative Analyses and Valorisation of Principles and Methods of Protection and Their Presentation in Characteristic Archaeological Localities in Serbia” and he also earned a PhD at the UBAF (2016) with the thesis “Application of Protection and Presentation Principles of Building Heritage in Medieval Fortresses in Serbia.” He published several scientific and professional papers in national and international journals and in scientific proceedings as well. He is a member of scientific and professional institutions ICOMOS Serbia, Serbian Society of Conservators and Society for Aesthetics of Architecture and Visual Arts of Serbia.
