Utilization of Social Capital in Managing Family Planning Village Programs in Rural Communities in Indonesia

Abstract

This article aims to analyze the existing social capital in the community and elaborate on it through community empowerment to manage the family planning village. Communities in rural areas have a variety of potential social capital that can be utilized in implementing the KB village program. Utilization of social capital such as bonding, bridging and linking becomes effective through values, norms, culture, social organizations that exist in society local. The approach used in this study is a mixed-method. The mixed research method used is descriptive qualitative and quantitative approaches. This research was conducted in 3 sub-districts in 3 villages in Deli Serdang Regency, North Sumatra Province, where the purposively selected villages are villages that run the Family Planning Village Program. The ethnicity of the people in these three villages has different characteristics. The people of Marunjuk Tongah Village are dominated by the Batak Karo ethnic group and the Protestant Christian religion. Islam and Javanese ethnicity dominate Tanjung Rejo Village and Kramat Gajah Village. Sociologically, the social ties of the people in this village come from ethnic and religious similarities, similar places, and blood similarities. Social bridging aspects can be seen in the culture of mutual assistance and community involvement in village activities. Social linking can be seen in establishing cooperative relationships and continuity between the community and formal and non-formal government institutions. The potential for social capital developed by the Family Planning Village administrators is the harmonization of village communities. Rural communities can improve the Family Planning Village program and village development implementation. The use of social capital has been well implemented in managing the Family Planning Village program through community empowerment activities. Understanding the potential of community social capital is an important first step in carrying out community empowerment and physical or social development in society.

Klaudia Evinta Siregar

Klaudia Evinta Siregar was born in Tanjung Morawa, Deli Serdang Regency, Indonesia in October 26, 1973. She obtained a bachelor's degree in Public Health from University of North Sumatera, Medan, Indonesia (2000) after attending the Masters Program in Health Service Policy from Gadjah Mada University in 2003. Since 2017 she took the Doctoral Program in Development Studies in University of North Sumatera, with the title of dissertation: The Implementation of the Family Planning Village Program Policy through a Family Function Approach in Community Empowerment in Deli Serdang Regency, North Sumatera Province. Since 1997 until now she has being work as a civil servant in the District Government of Deli Serdang.

Badaruddin

Badaruddin was born in Dolok Merawan on May 25, 1968. He completed his master's education at University of Padjadjaran with a major in sociology. He also obtained a doctorate degree at University of Padjadjaran in the field of sociology in 2003. Currently the author is a professor and lecturer at the Universitas Sumatera Utara. The focus of the written studies and research carried out is community empowerment, sociology of development, and social change. Currently the author is active in writing several articles that have been published in international and national journals.

Lusiana Andriani Lubis

Lusiana Andriani Lubis was born on April 5, 1967. She is a professor who teaches in the field of communication studies at the Universitas Sumatera Utara. The focus of the study of writing and research from the author is family communication, digital communication and political communication.

Humaizi

Humaizi was born on August 9, 1958. He is a professor who teaches at the Universitas Sumatera Utara in the field of communication studies. The focus of his writing studies and research is cultural communication, political communication and development studies. Some of his writings have been published in international journals such as: “The use of online marketplace websites in Indonesia: A study of consumers' motives and gratification”; “A study of women's potential and empowerment for accelerating village development in Serdang Bedagai district, North Sumatera Province”; “The correlation between broadcasting spill-over of Malaysian television and radio on Islamic religious knowledge of community members in East Aceh”; The interest pattern of ethnic groups as supporters: A case study of pilkada of Medan city in 2015”.
