Abstract
The article suggests a new view on the issues of protection of environmental human rights in environmentally unfavorable areas. A diversity of approaches in Russia and republics of the former USSR granted a special legal status to areas which caused environmental harm due to natural disasters and manmade disasters, In addition, ineffective environmental policies allowed hazardous industries to pollute the environment for many years. New environmental legal solutions must be developed and implemented in developing countries with the active assistance of the international community to ensure environmental human rights on a global rather than national scale. The new proposed legal requirements should focus on the most environmentally impaired areas based on utilizing specific classifications and criteria.

Aleksey Pavlovich Anisimov
Aleksey Pavlovich ANISIMOV graduated from Institute of Economics, Education and Law (city of Vozhskiy, Russia). He has a doctor of juridical sciences degree and is currently teaching at the Kalmyk State University. His scientific interests are focused on retrieval of balance between private and public interests in the field of real estate, as well as in consideration of interaction between various branches of Social Sciences (Law, Politics and Philosophy). Professor Anisimov in his research pays great attention to historical—legal and comparative—legal analysis of environmental relations, learning the experience of European countries and the prospects of its use in the legislation of Russia. A.P. Anisimov is the coauthor of textbooks for Bachelors on Land and Ecological Law as well as the comments to the environmental laws of Russia.
Inzhieva Bouinta Borisovna
Bouinta Borisovna INZHIEVA has a candidate of juridical sciences degree and is currently teaching the subject «Civil Law» at the Kalmyk State University. Her scientific interests are in the field of law and economics as well as law and ecology. The main scientific works of Associate Professor Inzhieva are dedicated to the state participation in civil turnover, as well as the legal regulation of tourism. B.B. Inzhieva is the author of several articles on the theory of for real estate transactions, as well as the coauthor of a textbook on Civil Law for Bachelors.
Anatoliy Jakovlevich Ryzhenkov
Anatoliy Jakovlevich RYZHENKOV has a doctor of juridical sciences degree and is currently teaching the subject «Civil Law» at the Kalmyk State University. His scientific interests are in the field of law and economics, including legal aspects of development of nano-industry. The main scientific works of Professor Ryzhenkov are dedicated to the exploration of the role of law in regulation of commodity-money relations, as well as the detection of main trends of influence of the Civil Law on public relations (regulatory, security and educational functions, etc.). A.Ja. Ryzhenkov is the author of several major monographs on the theory of property rights, as well as the coauthor of a textbook on Civil Law for Bachelors. A.Ja. Ryzhenkov combines University teaching with management at an engineering firm which carries out modern scientific research works introducing them into production of advanced materials and energy carriers.
