Spies and peaceniks: Czechoslovak intelligence attempts to thwart NATO’s Dual-Track Decision

ABSTRACT

This article deals, drawing on newly available declassified documents, with the efforts of Czechoslovak intelligence services to prevent deployments of new intermediate nuclear forces on the territory of some European North Atlantic Treaty Organization (NATO) member states, planned by the NATO Dual Track Decision of December 1979. Attention is paid to goals of Czechoslovak intelligence in Western Europe, their perception of threats posed by NATO, and methods used to torpedo the NATO plan. The article concludes that despite the fact that Czechoslovak intelligence faced many challenges when carrying out active measures, its capability to target and infiltrate various organisations and movements was not negligible.

Vladimír Černý works as an assistant professor at the Department of International Relations and European Studies at the Faculty of Social Studies, Masaryk University, Brno, Czech Republic and is also affiliated with the Faculty of Arts of the same university. He specializes in the history of international relations, focusing on the 19th and 20th centuries. His main research interests include the development of Central Europe between 1914 and 1989 and armed conflicts of the previous two centuries.

Petr Suchý

Petr Suchý currently serves as a vice-dean for internationalization and students affairs at the Faculty of Social Studies at Masaryk University, Brno, Czech Republic. From 2006 to 2019, he was the head of the Department of International Relations and European Studies at the same university. He is the author of numerous books and articles on arms control, nuclear issues and US foreign policy.
