Israeli Occupation and water service policy making in the Occupied West Bank, Palestine

ABSTRACT

The public policy field generally answers the question as to what a government should or should not do. In the case of Palestine, the Water Reform Process has however been characterized by a gap between the design of policies and their implementation that reinforced a status quo and has severe negative impacts on water service policymaking. This gap derives from geopolitical realities created by the Israeli Occupation including the full control of Area C and of 85% of the water resources along with restrictions on Palestinian extraction and transport of their own water resources. A consequence and cause of this formulation–implementation gap is a fragile water governance structure and an undermining of the two-state solution.

RESUMEN

Ocupación israelí y la elaboración de políticas para el suministro del agua en la Cisjordania ocupada (Palestina). Area Development and Policy. En general, el ámbito de la política pública responde a las cuestiones sobre lo que debe o no debe hacer el Gobierno. Sin embargo, en el caso de Palestina el Proceso de la Reforma del Agua se ha caracterizado por un desajuste entre el diseño de las políticas y su aplicación, lo que ha reforzado el status quo y ha tenido efectos muy negativos en la elaboración de la política para el suministro del agua. Este desajuste se debe a las realidades geopolíticas creadas por la ocupación israelí, incluyendo el control total del Área C y el 85 por ciento de los recursos hídricos, junto con las restricciones en la extracción y el transporte de los propios recursos hídricos de los palestinos. Este desajuste entre las políticas y su aplicación es una consecuencia y causa de la frágil estructura en la gestión del agua y el debilitamiento de la solución de dos Estados.

Израильская оккупация и разработка политики в области водоснабжения на оккупированном Западном берегу в Палестине. Area Development and Policy. Исследования государственной политики призваны ответить на вопрос о том, что правительство должно или не должно делать. В случае Палестины, однако, процесс реформы водоснабжения характеризуется разрывом между разработкой политики и ее осуществлением, что укрепляет статус-кво и оказывает серьезное негативное воздействие на политику в области водоснабжения. Этот разрыв обусловлен геополитическими реалиями, созданными израильской оккупацией, включая полный контроль над Зоной С и над 85 процентами водных ресурсов, а также ограничениями на добычу и транспортировку палестинцами своих собственных водных ресурсов. Следствием и причиной этого разрыва в формулировании и осуществлении политики является хрупкая структура управления водными ресурсами и подрыв решения о двух государствах.
