Dealing with Uncertainty in Public Preferences for Rural Development Policies: A Contingent Valuation Survey

Abstract

Rural development programmes are currently envisaged as a means to foster the provision of a broad range of non-commodity outputs emanating from multifunctional rural environments. This paper presents a contingent valuation survey that analyses individuals' perceptions of and willingness to pay for the implementation of a rural development programme in Cantabria, Spain. Uncertainty in individuals' preferences is explicitly acknowledged and introduced into the analytical framework. For that purpose, a comparison is made between the open-ended and the multiple-bounded uncertainty elicitation formats. The expectation of a positive welfare change constitutes a sound argument in favour of regional rural development policies.

Actuellement, les programmes de développement rural sont censés favoriser le développement d'une large gamme de produits autre que les produits de base et qui proviennent des milieux ruraux multifonctionnels. Cet article présente la méthode de l'évaluation contingente qui analyse les perceptions et la disposition à payer des individus pour ce qui est de la mise en oeuvre d'un programme de développement rural en Cantabrie, en Espagne. On reconnaît explicitement l'incertitude quant aux préférences des individus et on l'introduit dans le cadre analytique. Dans ce but, on compare le mode d'obtention des valeurs de l'incertitude ouvert au mode à limites multiples. La perspective d'un changement positif du bien-être milite explicitement en faveur des politiques d'aménagement du territoire rural.

Umgang mit Ungewissheit hinsichtlich der öffentlichen Präferenzen für Politiken zur Entwicklung ländlicher Gebiete: eine kontingente Bewertungserhebung, Regional Studies. Ländliche Entwicklungsprogramme werden zurzeit als Mittel zur Förderung der Bereitstellung eines breiten Spektrums von immateriellen Leistungen in multifunktionellen ländlichen Umgebungen in Erwägung gezogen. In diesem Beitrag stellen wir eine kontingente Bewertungserhebung vor, mit der die Beurteilung eines Programms zur ländlichen Entwicklung in Kantabrien (Spanien) durch Einzelpersonen sowie deren Bereitschaft zur Bezahlung für die Umsetzung eines solchen Programms analysiert wird. Die Ungewissheit hinsichtlich der Präferenzen der Personen wird ausdrücklich anerkannt und in den analytischen Rahmen mit einbezogen. Zu diesem Zweck wird ein Vergleich zwischen offenendigen Formaten und Formaten mit mehreren Alternativen zur Ermittlung von Ungewissheit angestellt. Die Erwartung einer positiven Veränderung im Bereich des Wohlergehens ist ein stichhaltiges Argument zu Gunsten von Politiken zur Entwicklung ländlicher Regionen.

Actualmente los programas de desarrollo rural se conciben como medios para fomentar la provisión de un amplio espectro de bienes no comerciales que proceden de entornos rurales y multifuncionales. En este artículo presentamos un estudio de valoración contingente en el que se analizan las percepciones de personas individuales y su predisposición a pagar por la aplicación de un programa de desarrollo rural en Cantabria, España. En este contexto analítico reconocemos e introducimos explícitamente la incertidumbre en cuanto a las preferencias individuales. A este efecto, hacemos una comparación entre los formatos abiertos y los formatos con múltiples alternativas eincertidumbre. La expectativa de un cambio positivo en el bienestar constituye un argumento sólido a favor de las políticas de desarrollo rural en un ámbito regional.

1. The MBU exercise was not initially designed to examine protest behaviour, with follow-up questions specifically targeted at identifying these respondents and their motivations. Moreover, the meaning and distribution of protest responses is likely to vary across continuous and discrete elicitation techniques (Jorgensen and Syme, Citation1995; Jorgensen et al., Citation1999). As a result, and as pointed out by an anonymous referee, the fact must be acknowledged that a potential limitation is being introduced into the analysis. This limitation has led to conservative lower-bound willingness-to-pay estimates for the MBU approach to be presented by treating ‘zero bidders’ (Strazzera et al., Citation2003) not as potential protest responses, but as legitimate zero bids (McGuirk et al., 1989; Halstead et al., Citation1992).

3. Note that willingness-to-pay estimates are computed using the ‘grand mean’, that is, the sample means of the covariates in the model are considered for these estimates.
