ABSTRACT
The conformance and performance principles in territorial cooperation: a critical reflection on the evaluation of INTERREG projects. Regional Studies. In view of the influence that the diverse national and regional contexts of project partners has on the success of European Territorial Cooperation (ETC) projects, this article argues that a realistic evaluation of projects should consider not only the achievement of stated objectives (conformance) but also the range of dissemination activities and learning effects realized during the project (performance). Here a specific evaluation method is introduced that takes account both the conformance and the performance principles. Using the example of impact analysis of a transnational cooperation project and a cross-border cooperation project, it is shown that this evaluation method can contribute to a more suitable assessment of ETC projects.

领域合作中的符合度与成效原则：对于 INTERREG 区域合作计画评估的批判性反思。Regional Studies。有鉴于计画伙伴的不同国家及区域脉络对欧洲领域合作计画（ETC）的影响，本文主张，计画的实际评估，不只应考量已订定的目标（符合度），同时应考量计画过程中实现的发散活动与学习效应之幅度（成效）。我们于此引介一个同时考量符合度与成效原则的特定评估方法。本文运用一个跨国合作计画和跨境合作计画的影响分析之案例，显示此一评估方法能够对更为合适的ETC计画评量作出贡献。
RÉSUMÉ
Les principes de conformité et de performance quant à la coopération territoriale: une réflexion critique sur l’évaluation des projets INTERREG. Regional Studies. Compte tenu de l’influence des divers contextes nationaux et régionaux des partenaires de projet sur la réussite des projets de la Coopération territoriale europeenne (European Territorial Cooperation; ETC), cet article affirme qu’une évaluation réaliste des projets devrait considérer non seulement la réalisation des objectifs affichés (à savoir la conformité) mais aussi la réalisation d’une gamme d’activités de diffusion et d’effets d’apprentissage atteinte au cours du projet (performance). On présente ici une méthode d’évaluation spécifique qui tient compte des principes à la fois de conformité et de performance. Employant l’exemple de l’analyse d’impact d’un projet de coopération transnationale et d’un projet de collaboration transfrontalière, il est démontré que cette méthode d’évaluation pourrait contribuer à une évaluation plus appropriée des projets ETC.
ZUSAMMENFASSUNG
Prinzipien der Konformität und Leistung in der territorialen Zusammenarbeit: kritische Überlegungen zur Bewertung von INTERREG-Projekten. Regional Studies. Angesichts des Einflusses der verschiedenen nationalen und regionalen Kontexte von Projektpartnern auf den Erfolg von Projekten der europäischen territorialen Zusammenarbeit (ETZ) wird in diesem Beitrag argumentiert, dass für eine realistische Bewertung der Projekte nicht nur das Erreichen der festgelegten Ziele (Konformität), sondern auch der Umfang der während des Projekts erzielten Verbreitungsaktivitäten und Lerneffekte (Leistung) berücksichtigt werden sollte. Es wird eine spezifische Bewertungsmethode vorgestellt, mit der sowohl die Prinzipien der Konformität als auch die der Leistung berücksichtigt werden. Anhand des Beispiels einer Auswirkungsanalyse für ein transnationales Kooperationsprojekt und ein grenzüberschreitendes Kooperationsprojekt wird gezeigt, dass diese Prüfmethode zu einer geeigneteren Bewertung von ETZ-Projekten beitragen kann.
RESUMEN
Los principios de conformidad y rendimiento en la cooperación territorial: una reflexión crítica sobre la evaluación de los proyectos INTERREG. Regional Studies. Teniendo en cuenta la influencia de los diversos contextos nacionales y regionales de los socios de proyectos en el éxito de los proyectos de Cooperación Territorial Europea (CTE), en este artículo argumentamos que para una evaluación realista de los proyectos habría que considerar no solamente el logro de los objetivos establecidos (conformidad) sino también el alcance de las actividades de difusión y los efectos de aprendizaje durante el proyecto (rendimiento). Aquí introducimos un método específico de evaluación que tiene en cuenta los principios tanto de conformidad como de rendimiento. Mediante el ejemplo del análisis de impactos de un proyecto de cooperación transnacional y un proyecto de cooperación transfronteriza, se demuestra que este método de evaluación puede aportar una valoración más adecuada de los proyectos de CTE.
