1 The Metropolitan Development Programme was initiated in 2006 as a longitudinal research programme engaging 16 metropolitan cities across the Asian and Pacific region. The first phase of the MDP concentrated on establishing a platform for the study by examining the ‘development patterns’ of these metropolitan cities over time. Research teams in each city presented the outcomes of their research at a Forum in November 2008, which was held at the China Executive Leadership Academy in Pudong. The second phase of the programme to be launched in 2009 will concentrate on local development policies and practices with the next Forum scheduled for February 2010. This article has drawn on evidence from the first phase of the MDP and the papers that are currently being edited for publication.
2 Public/Private enterprises have been implemented in various regions throughout Australasia based around pastoral farming and horticulture and in support of strategic industry resources such as fishing, mining, tourism and education.
3 The emphasis on economic, social and environmental justice was a major theme articulated by research teams attending the Asian Pacific Metropolitan Development Forum in Shanghai, November 2008.
