1. At the time of writing this Presidential Address in the summer of 2013, the High Level Panel Report had just been published. Thus the report comments on it in some detail. Between 2013 and 2014 (after I had delivered this address) a number of other reviews regarding post-2015 were published (see http://www.beyond2015.org/ for extensive documentation). In revising this address for publication in the summer of 2014, it has not been possible to review this discussion fully or systematically. I have drawn selectively on work published between September 2013 and August 2014 that links with the argument initially made in 2013.
