Notes
1. ‘0.7 per cent’ refers to the target for Official Development Assistance (ODA) agreed by industrialised countries decades ago and never met by a single government. It is a big campaign in Spain.
2. The Commission on Macroeconomics and Health estimated in 2001 that US$15.5 billion a year would be needed by 2007 in order to cover prevention, care, treatment, and some investments in health-related infrastructure worldwide. The Commission comprised 18 of the world's leading economists and policy makers from academia, governments, and international agencies.
