Downward accountability of NGOs in community project planning in Ghana

ABSTRACT

This article examines the downward accountability of NGOs in community project planning in Ghana. It is based on primary data collected through in-depth interviews and focus group discussions with NGO officials, local government officials and representatives, chiefs, women leaders, and other community members. The findings reveal that although community members were engaged in project planning processes in many respects, these engagements were limited to endorsing pre-prepared plans, decisions, and mundane aspects of the project. The engagements were largely tokenistic, rhetorical, and to garnish legitimacy, and lacked the key elements of empowerment which promoted downward accountability.

Cet article examine la redevabilité des ONG envers la base dans le cadre de la planification des projets communautaires au Ghana. Il se base sur des données primaires recueillies grâce à des entretiens approfondis et des discussions en groupes de réflexion avec des représentants d’ONG, des officiels et représentants gouvernementaux locaux, des chefs, des femmes leaders et d’autres membres des communautés. Les conclusions révèlent que, si les membres des communautés prennent en effet part aux processus de planification à de nombreux égards, cette participation se limite à approuver des plans préparés, des décisions et des aspects banals du projet. Il s’agit largement d’une participation purement symbolique, rhétorique, et visant à accroître la légitimité, et elle manque des éléments clés de l’autonomisation qui ont promu la redevabilité envers la base.

El presente artículo examina la rendición de cuentas que varias ong que se desempeñan en el ámbito de planeación de proyectos comunitarios en Ghana han dirigido a la sociedad. Para ello se basa en información de fuentes primarias recabada mediante entrevistas a profundidad y discusiones realizadas en grupos de enfoque en los que participaron funcionarios de ong, autoridades y representantes gubernamentales locales, jefes locales, mujeres líderes y otros miembros de la comunidad. Los hallazgos revelan que, si bien en muchos aspectos los miembros de la comunidad participaron en los procesos de planeación de proyectos, su colaboración se limitó a respaldar planes ya preparados, decisiones ya tomadas, así como los aspectos mundanos de los proyectos. Lo que significa que, en gran medida, su participación fue simbólica, retórica y brindó legitimidad, pero careció de elementos clave para el empoderamiento que podría haber promovido una rendición de cuentas dirigida a la sociedad.
