Canada's China policy under the Harper government

Abstract

Incompatibilities between Canadian and Chinese political, economic and social institutions severely constrain the possibilities for Canada's engagement with China across a broad range of dimensions in the larger frame. Foreign policy options for enhancing Canada's engagement with China are therefore highly limited. All post-Trudeau Canadian Governments in fact, regardless of rhetoric, have generally followed the same overall themes and patterns in engagement with China. So, in this light, it can be argued that the Harper Government's China policy is consistent with the norms that have governed Canadian China policy of all Canadian Governments starting with Prime Minister John Turner. Under the Harper Conservatives Canada's China policy has continued to pursue Canada's national interest in China in the three aspects: promotion of Canadian prosperity through trade, protection of Canada's security, and the promotion of Canadian values in foreign relations.

Les incompatibilités entre leurs institutions politiques, économiques et sociales, entravent très fortement les possibilités de relations du Canada avec la Chine dans de nombreux domaines, au sens le plus large. Par conséquent, les choix de politique étrangère pour renforcer les relations du Canada avec la Chine sont très limités. En réalité, tous les gouvernements qui ont succédé à l’ère Trudeau, indépendamment de toute rhétorique, ont d'une manière générale reproduit les mêmes thèmes et modèles généraux de relations avec la Chine. À la lumière de ces faits, nous soutenons que la politique du gouvernement Harper vis-à-vis de la Chine est en conformité avec les normes qui ont guidé cette même politique dans tous les gouvernements canadiens, en commençant par celui du Premier Ministre John Turner. Sous le gouvernement conservateur de Stephen Harper, la politique du Canada vis-à-vis de la Chine continue de défendre les intérêts canadiens en Chine, dans ces trois domaines : la promotion de la prospérité du Canada à travers le commerce, la protection de la sécurité du Canada et la promotion des valeurs canadiennes dans les relations étrangères.

Based on conversations with colleagues particularly in the early years of the Harper government, government officials involved with foreign affairs tended to have a scornful attitude toward the new Prime Minister and his Conservative government. Moreover, particularly with regard to China, many harbored hope that the Conservative minority government would not last long and that the Liberals would before long return to power and their longstanding China policies would resume.
