The Merits of Outmoded Planning Instruments for Improving Metropolitan Green Areas: The Midden-Delfland Approach

Abstract

Land consolidation is generally considered to be a slow planning instrument that does not fit with the present-day dynamics of green areas within the metropolitan domain. Other instruments are now being launched to plan metropolitan green areas. However, the land consolidation approach has been used in the Midden-Delfland region, and has made it possible to preserve and improve this metropolitan green area. This shows that “slow planning” can be an asset for preserving green areas. Moreover, the Midden-Delfland case exhibits a promising combination of collaborative planning and top-down project planning, indicating that different ways of influencing spatial developments, such as supporting spatial quality by carrying out contract works and maintenance, changing zones, and modifying land ownership, can be beneficial in practice.
