Welfare and leisure: contingencies of power

ABSTRACT

Employing the methodology of Foucault’s genealogy, this article provides an in-depth exploration of welfare in the United States and the state of Georgia. An analysis of federal welfare policies and specific policies related to the state of Georgia is interrogated and explored in an effort to reveal the historical contingencies of racism, individualism, (loss of) entitlement and removal from welfare rolls and the discourses that create and maintain today’s welfare policies. This article challenges how leisure is conceptualized and accessed by those who receive welfare in the United States. A discussion of work and leisure is presented, along with implications for leisure professionals.

RÉSUMÉ

À l’aide de la méthodologie généalogique de Foucault, cet article propose une exploration approfondie de l’assistance sociale aux États-Unis et dans l’État de Géorgie. Une analyse des politiques fédérales en matière d’assistance sociale et de politiques particulières à l’État de la Géorgie est remise en cause et étudiée dans un effort de révélation des impondérables et des discours historiques qui créent et entretiennent les politiques d’assistance sociale d’aujourd’hui et d’examen de la manière dont le loisir est perçu par les bénéficiaires de l’assistance sociale. Cet article remet en question la façon dont les loisirs sont conceptualisés et pratiqués par les bénéficiaires de l’assistance sociale aux États-Unis. Une discussion sur le travail et le loisir est présentée avec les implications pour les professionnels du loisir.
