Undesirable Output Value-chains With an Approach to Analyzing Environmental Protection Efficiency in China

Abstract

Environmental protection is constructed by two sub-processes. The process of expenditures utilized to establish environmental facilities is the first stage. The process of facilities used to reduce pollutant emissions is the second stage. This study introduces the undesirable output value-chains model to assess the environmental protection establishment and treatment efficiency of 30 regions in China.

Through the empirical results, some suggestions are provided, including:

For improving efficiency, enhancing the efficiency of environmental protection facility establishment is more important than the treatment efficiency of facilities. Under given expenditures, how to increase the quantity of environmental protection facilities is the first subject for improvement.

2.

In the coastal area, although most funds are utilized towards environmental protection, the environmental performance is better than the western area.

3.

The environmental protection efficiency of the central area is the worst, no matter the establishment or treatment item.
